Integrated Hygiene Blueprint
Launched in Mumbai in 2016 in collaboration with the Brihanmumbai Municipal Corporation, HSBC India, and JSW Foundation, the Suvidha model provides round-the-clock access to:
- Clean and safe toilets
- Treated drinking water
- Modern shower facilities
- Commercial-grade laundry services under one roof
The initiative currently encompasses 25 operational centers serving over 600,000 people annually. Over the past decade, these facilities have logged more than 10 crore service uses while maintaining a 95% user satisfaction rate.
Independent assessments conducted by RTI (2022), Deloitte Touche Tohmatsu India LLP (2024), and Dalberg Advisors (2025) indicate that households using Suvidha save more than ₹33,500 annually through avoided medical expenses and time saved. Health evaluations also show a 50% reduction in diarrhoeal incidence alongside low rates of Urinary Tract Infections (UTIs) among regular users.
Leadership Perspectives
“Telangana and Hindustan Unilever share a longstanding partnership focused on improving lives, from empowering women through initiatives like Shakti Amma to advancing health and hygiene outcomes. Through Suvidha, we are taking this collaboration forward. With HUL serving as our knowledge and design partner, we aim to develop aspirational hygiene and sanitation facilities that combine quality, dignity, and accessibility, setting new benchmarks for urban communities across the state.”
— T.K. Sreedevi, Commissioner & Director of Municipal Administration, Government of Telangana
“Suvidha is a social innovation born from a simple belief that everyone deserves access to clean, safe, and dignified hygiene services. Over the last decade, we have worked with communities and partners to build a model that delivers lasting impact through behaviour change and human-centred design. We are delighted to work with the Government of Telangana to help scale this model and enable greater impact through public-private collaboration.”
— B.P. Biddappa, Executive Director and Chief People, Transformation and Sustainability Officer, Hindustan Unilever
National Alignment
Grounded in community ownership, human-centered design, and sustainable operations, the Suvidha model’s learnings have previously been codified into an open-access toolkit adopted nationally with the Ministry of Housing and Urban Affairs via the Centre for Hygiene and Sanitation Excellence.
The Telangana rollout represents the next phase of institutional scale, demonstrating a public-private partnership focused on modernizing urban hygiene infrastructure across the state.
