Varahi media.com online news,Bengaluru, September 10, 2025: In a pivotal step towards enhancing industry participation in India’s space sector, the Indian Space Research Organisation (ISRO), NewSpace India Limited (NSIL), the Indian National Space Promotion and Authorization Centre (IN-SPACe), and Hindustan Aeronautics Limited (HAL) have signed the 100th Technology Transfer Agreement (ToT) for the production of the Small Satellite Launch Vehicle (SSLV).
This landmark agreement, facilitated by IN-SPACe, marks a significant move towards democratizing access to space through the SSLV and bolstering India’s commercial space capabilities.
The technology transfer process is expected to be completed within 24 months from the signing date. Following HAL’s selection as the successful bidder on June 20 through a competitive process managed by IN-SPACe, ISRO will provide comprehensive training and technical support to HAL.
This will enable HAL to master SSLV production, from commercial aspects to technology integration, culminating in the execution of two missions under the agreement. This initiative is set to strengthen India’s capacity to meet the growing demands of both domestic and global satellite launch markets.

Dr. V. Narayanan, Secretary, Department of Space and Chairman, ISRO, commented, “India’s liberalized commercial space sector is opening new opportunities, and ISRO’s robust technology transfer mechanism is key to achieving our shared objectives. This agreement with HAL is a testament to that vision, as ISRO will guide HAL in preparing the SSLV for flight, paving the way for advanced deep-tech collaboration in India’s space industry.”
Dr. Pawan Kumar Goenka, Chairman, IN-SPACe, emphasized, “The SSLV Technology Transfer is a crucial step towards building a strong industrial ecosystem within India’s space sector. The collaboration between ISRO, HAL, NSIL, and IN-SPACe reflects the Government of India’s commitment to empowering the space industry and positioning India as a global hub for affordable and reliable launch services. This transfer enables HAL to independently manufacture SSLVs, serving both domestic and international markets.”

HAL will leverage its engineering and manufacturing expertise to produce SSLVs, train a skilled workforce, and foster a self-reliant ecosystem, enabling India to offer cost-competitive small-satellite launches to global customers.”
The SSLV Technology Transfer Agreement underscores India’s collective commitment to achieving self-reliance in space and establishing the nation as a global leader in space-faring capabilities.
