EU Expands Import Control System 2 (ICS2) to Rail and Road from April 2025

Varahi media.com online news,National,February 27th, 2025: The European Union (EU) is set to enhance the safety and security of incoming goods with the expansion of the Import Control System 2 (ICS2). Effective April 1, 2025, ICS2 will now cover all modes of transport, including road and rail, alongside the existing air, maritime, and inland waterways. This move aims to strengthen risk assessment and customs enforcement across the EU.

Key Changes Under ICS2

Pre-Arrival Data Submission: Carriers moving goods via road and rail into or through the EU must submit a complete Entry Summary Declaration (ENS) before arrival. This also applies to postal and express carriers and, in some cases, final consignees within the EU.
Mandatory Compliance: Businesses must ensure accurate data collection, IT system updates, and staff training to align with ICS2 regulations.
ICS2 Deployment Requests: Economic operators unprepared by April 1 must request a deployment window from their national customs authority by March 1, 2025. Failure to comply may result in goods being held at EU borders.
Phasing Out ICS1: The ICS1 system will be gradually phased out, with ICS2 fully replacing it by September 1, 2025.

To integrate with ICS2, businesses must:
*Collect accurate shipment data from clients.
*Upgrade IT systems to meet new reporting standards.
* Train staff to manage ICS2 documentation and compliance.
*Successfully complete a self-conformance test before connecting to the ICS2 platform.
