The works are expected to resume from Uddandarayunipalem, the site where PM Modi originally laid the foundation stone on October 22, 2015, during TDP’s previous tenure. While some development activities were initiated, progress stalled after the YSR Congress Party (YSRCP) assumed power in 2019 and proposed a three-capital model-designating Visakhapatnam as the administrative capital, Kurnool as the judicial capital, and Amaravati as the legislative capital. However, the plan faced strong opposition from Amaravati farmers and was entangled in legal battles, leading to a complete halt in development.

Following the NDA’s return to power in June last year, Chief Minister N. Chandrababu Naidu prioritized the revival of Amaravati’s development. On March 11, the Capital Region Development Authority (CRDA) approved tenders for 59 projects worth ₹37,702 crore. Municipal Administration and Urban Development (MAUD) Minister Ponguru Narayana stated that the state Cabinet would approve the projects on March 17, with construction set to begin next month.

The state government has planned an initial investment of ₹64,721 crore for basic infrastructure and urban development. To finance the projects, it has secured ₹15,000 crore from the World Bank, ₹11,000 crore from HUDCO, and an additional ₹5,000 crore from various banks, totaling ₹31,000 crore in funding.

Amaravati’s planned capital region spans 53,500 acres, with 30% allocated for green and blue spaces. The coalition government aims to complete major capital development works within three years. Additionally, CM Naidu has pledged that within the next 45 days, groundwork will begin for investments worth ₹1 lakh crore in Amaravati.

Originally envisioned by Naidu a decade ago, Amaravati was designed as a world-class capital city along the Krishna River. The master plan, developed in collaboration with Singapore, included nine theme cities and 27 townships, covering 217 square kilometers. In one of India’s largest land pooling exercises, 33,000 acres were acquired from farmers, who were promised developed plots and financial benefits.

Planned as more than just an administrative hub, Amaravati was conceptualized as an economic and tourism center with global investment potential. Before the project stalled in 2019, it had attracted interest from investors in Australia, Japan, Germany, Singapore, and the UK.

Naidu’s ambitious vision required an estimated investment of ₹1.5 lakh crore. By 2018, the state had initiated infrastructure projects worth ₹38,000 crore, including roads and the state secretariat complex. However, the YSRCP government’s decision to shift to a three-capital model derailed the original plan.

With the resumption of construction now on the horizon, the revival of Amaravati is set to gain momentum under the current administration.
